Why do we have an address position. If we know what impact looks like why don't we set our address positions as an impact position. Then we'd be returning our swing to the impact position as we have set it up to be?

Taking the above advice may lead to destruction of your golf game. Laughing at it may reduce stress.

Good question.  One of my favorite swings is Troy Matteson and he sets up very close to impact, and hits sky high draws.  Part of the the reason we don't or can't is due to the dynamics of the swing, we are moving forward, applying pressure into the ground and rotation.  I definitely like to see the hands forward at address.

Because it would be awkward to set up with the hips forward and open, the shoulders open, the wrists uncocked like they are at impact, etc. Some people might even fall over because positions you can hit dynamically may not be positions you can necessarily hold at setup.

Could you please explain the hands forward at address? I shifted my hands forward at address 2 years ago and saw some good results. However when I got a lesson the pro shifted them back to level with the ball. Still getting used to this new position, I was taking a lot in at the time and forgot to ask why he changed it.

For Troy it just helps ensure he'll push draw the ball, face aimed right, hands forward promotes the path to be out to the right.  Poorer players have the handle back at impact, face aimed left, club swings across the ball, pull cuts.  Can still hit a fade with the hands forward, like Trevino, Freddy and Jack do, just aim the body to the left.

This is a good drill to do if you've never hit a draw and would like to or just prove that you can draw it without rolling the toe of the club over.
