inconsistant pitching and chipping... help!

I play on a course with super fast greens... I'm talking 11.5 on the stimpmeter when it's not used for competition... closer to 13 when that happens... I've figured out how to putt the greens (I keep the ball below the hole, always taking the shorter club when in-between clubs) the problem is my pitching and chipping isn't horrible persay... It's just I'm either short of where I wanna land it (ends up 20 feet short)... Or long of where I wanna land it (ends up over the green with impossible chip coming back)... Suggestions... Am I hitting it too handsy or do I not have enough wrist-cock to control the distance...

Any suggestions will help...
