There is limits on equipment and almost all the manufacturers build their clubs to those limits so technically what you are requesting is already done. I don't think any PGA player has an advantage because of the equipment he or she uses.

It would be a great experiment.  I'd love to see 1 tournament with the top 75 players in the world all using the same make/model of clubs built to their specs, but of course it would never happen. And it's not really necessary for any pressing reasons.
