NPR nor the drop point can not be on green:

Note that interference by an immovable obstruction or abnormal ground condition on a putting green includes line of putt (only when your ball lies on the putting green).  In this case, the nearest point of relief does not need to be on the putting green.  If the nearest point of relief is off the putting green, you still place the ball at the nearest point of relief (the one club length is not applicable here).
