rules questions-- recreate lie in bunker on stroke and distance

basic question--

Player A hits tee shot in bunker, nearly completely buried. He hits next shot from bunker OOB. On his 4th shot, can/must he recreate the original lie or does he merely drop the original spot.

I thought that you had to recreate the original lie. Player A says you only have the option of it and can drop a ball to the original spot if desired.

You do not have to recreate the lie, you drop.

You are allowed to rake the bunker, but you don't "recreate" the lie, you just drop the ball at the same point where the last stroke was made.

The only time I'm aware of that you are allowed to recreate the lie is when your ball is disturbed by an outside agency or when your lie is destroyed by another player having to play before you from the same area in the bunker.
