Look at it this way - there are all sorts of possibilities and nuances to this sort of a ruling, and each case is going to be different.  A definitive ruling is not going to be possible without being on the spot and seeing how the relief options really set up.  In general, the possibilities all seem to have been covered, and it's up to the player to make a fair and proper determination.

It really is too bad that more courses don't use better judgement when defining things like out of bounds and water hazards.  I've seen so many cases where stakes and lines were located rather haphazardly, without any real attention to the difficulties they might create.  Often just moving the margin or boundary a few inches one way or the other can make these rulings quite simple, or they can set players up for complicated decisions and misapplication of the rules despite an honest attempt to follow a correct procedure, not to mention creating unnecessary delays while the situation is sorted out.
