meaning of second in this conversation

Hi, I need help from native american english speakers :) 
It´s about the following conversation: 

Me: Is this Mr. X? 
Person from USA: "I saw your picture and I could tell from the second I saw it it´s not Mr. X." 
Me: What you mean with "second I saw"? 
Person from USA: It´s an expression 
Person from USA: Like a second 


What does "second" mean now? 
a) He saw it on the very first picture in the first moment, so second = time second / moment 
b) He saw it on the second picture 

As I can´t contact the person anymore I need your help. There can also be typing errors due to auto-correction and so on.

It means "the instant" he saw him.

Definition (a) is correct: second = time second / moment.

Welcome to the forum @spac233. English does have a lot of local expressions that may be confusing for people who don't live in the area. Even between England, USA, Australia, we have different meanings to expressions, so it can be difficult.

At least you didn't ask about the word, "sanction," which can have different meanings as a verb or a noun.

What is meant with second? Second like "time second / moment" or second like 2. (like first, third, fourth,...)?

So which sentence has the same meaning?

"I saw your picture and I could tell from the moment I saw it it´s not Mr. X." or

"I saw your picture and I could tell from the 2. I saw it it´s not Mr. X."

Haha yeah, but somehow it was closed as not relevant. So I couldnt go sure and it´s realy important for me and my family. :) So I thought to post it in 2 communities where I am active as a silent reader, so hope you dont mind.

But just to be on the real safe side now, also the persons own explanations speak for second = moment, right?

Yes second = moment, in that context.
