I understand bunkers are supposed to be a bit penal. But if your going to have bunkers around greens keep sand in them. Hitting off a concrete dish green side is rediculous. It wouldn't matter to me if fairway bunkers were hard or 4 " of rough. 4" of rough would probably be psychologically better for the average golfer  but I don't think many folks would advance the ball much better
