My ball ended up adjacent to a nirrigation station, see image. The adjacent hill is too steep for a ball to be placed. I could place the ball at the dirt edge at the bottom of the slope but my stance (left foot) would then be on the cart path.

How do I proceed?

Your nearest point of relief from the gray thing may well be on the cart path. If it is then you may take relief from the cart path. Under normal circumstances the player takes relief from each obstruction in separate steps.

However, as the nearest point of relief from the cart path may well bring the gray thing back into play, see Decision 1-4/8.

Also, you don't place the ball. You drop it within a club length of the NPR.

Thanks for the responses. Let me elaborate. 

I think my nearest point of relief is just to the right of the obsruction.  The ball won't stay if I drop it. So I place it in  the dirt right next to the cart path to the right of the obsruction. Now my foot is on the cart path so I get relief from the cart path. 

Nearest relief is up the hillside. I drop a few times, it won't stay. I can't place the ball either, it won't stay.

Now what?  This is the issue that I don't know the answer too. Do I go to the nearest spot where it is actually possible to drop?

Rule 20-3d tells the player how to proceed if the ball will not come to rest on the spot at which it is to be placed.

d. Ball Fails to Come to Rest on Spot - If a ball when placed fails to come to rest on the spot on which it was placed, there is no penalty and the ball must be replaced. If it still fails to come to rest on that spot:

(i) except in a hazard, it must be placed at the nearest spot where it can be placed at rest that is not nearer the hole and not in a hazard;

It may well be that the nearest point at which it will stay at rest is in fact on the other side of the path.
