Can you help me figure out what this symbol means?

Just guessing but it may commemorate the completion of the Manchester Ship Canal...thus bringing the sailboat on the right (Manchester) more in balance, or on par, with Liverpool (the sailboat on the left).  The smudge above could represent either a storm of controversy or the winds of change...or it could be a smudge.

Clean the club with a stiff wire brush (power or hand) should reveal a better image with better detail of the graphics stamped into the club.
Then clean the surface with a damp cloth to remove surface rust.

A better photo would then help others with identifying you question.

I don't believe that those are "sailboats". To me they look like the pans on a balance beam scale, and the chains that they hang from.

It could be just about anything. A company logo, or a logo of some tournament or the 1000th club that company ever made. Take it to a professional and have them clean it and see if they can bring it out more
