LCP Change Between Rounds of Tournament Played on Two Courses

Half the field plays round one on Course A, and half the field plays on Course B.

Weather conditions are fine for round one.

Overnight, an unexpected thunderstorm pops up and douses the course.

Can the Committee reasonably play round 2 under Lift, Clean, and Place when the teams flip courses and play the opposite course that they played under non-LCP conditions in round 1? Or must they make that decision prior to the first round so that both halves of the field play the same courses under the same LCP conditions (either LCP all the time or not LCP at all)?

The note to 33-2b may give some guidance.

But would it not be unfair to ask any players to play on a course where conditions are poor enough to warrant LCP without using the LR?

In equity I would attempt to allow the entire field to have the advantage of LCP.  My approach would be that if LCP is instituted on one course, the other course would also be LCP, regardless of whether or not the 2nd course met the conditions for LCP.  While players would not gain the benefits of LCP on the same course, they would all get LCP for the 2nd round.

I would not make one course LCP and leave the other to "play it down."   

We all know that sometimes players get the dirty end of the stick from the weather because of their starting times.  That situation is out of the committee's hands.  Determining whether LCP should be instituted is a decision controlled by the committee.  When a decision is made, my thought is that as much as possible, the plus or minus should apply to the entire field.

    • Day 319 - More mirror work, same focus on finishing higher and more towards the target. 
    • Day 135: worked on putting bead for a while with the 2 cups drill. 
    • Day 211 (29 Nov 24) - Friday men’s round albeit a solo foursome (temps in the 40’s, day after Thanksgiving and the average age closer to 75 - I’m a youngster at 65).  Interesting day of semi-solid play (8 of 18 GIR). Hit all four par threes in one (a first) - parred each; still had a couple 3 putt bogies; and blew up on 3 of the par 5’s (go figure)). The blow ups were some serious tree rattlers - amplifying how I got stupid and greedy instead of smart and content to just get back in the short stuff. 
    • Day 60 - 2024-11-29 Got about 3.5' of snow today, so I was going to go to Golf Evolution, but… I only left the house to throw some snow. Instead, i checked out my putting stroke on HackMotion in the basement. Turns out… it's pretty good, and I'm very in touch with what I'm doing.
