Breaking the rules on PGA Champion's Tour?

Today I was at the PGA's Ally Challenge watching the senior players.   It's a great tournament.  We followed Fred Couples for the first 8 holes and then jumped over to number 14 which was is a 322 yard par 4.  I saw Vijay Singh do something that I thought was against the rules.   Most of the guys were putting their drives with 30 yards of the green and Vijay's was actually closer.   He was in the long grass just short of the green side bunker.   His little pitch shot didn't hold the green and he was again in the long grass behind the hole but about 20' from the pin.    Whenever he grounded his club behind the ball, the ball would oscillate.   He did this three times.   I was about 6' from him and commented after his shot to several people.  David Toms was within 10' and didn't say a word.  

Am I wrong to think he got away with breaking the rules?

I was there Saturday. A great tournament, indeed.

I followed Langer, Couples, & Montgomery around for a few holes each. Very cool to watch these guys so closely.

I'm nowhere near a rules expert, but here's an example of Bubba Watson doing something very similar.

As @iacas said, apparently it's no penalty if all the ball does is oscillate.
