Also note: sand is still not a loose impediment except on the putting green.

Actually, if I'm being precise, sand and loose soil are not loose impediments anywhere. They changed up the wording here. New Rule 13.1c simply allows you to remove sand and loose soil on the putting green. In the 2018 Rules, sand and loose soil were defined as loose impediments on the putting green only.
