  7. Seems a lot when many are reporting no PCCs (in either direction). If a Rating is reduced handicaps will normally come down. What was the change in rating and slope?
  8. We have such a boundary fence behind a green. If the ball is too close to the fence to make a stroke we have provided two dropping zones (one at each 'corner') with a 1 stroke penalty.

Assuming the opponent deliberately put the club in his bag taking him over the 14 limit: Matchplay: At the end of the hole being played or just completed, the match score is revised by deducting one hole for each hole where a breach happened, with a maximum deduction of two holes in the round. DQ is for using the club. The above is for simply carrying.
  11. No. After a player’s round has started, if the player picks up another player’s club that was left behind, or a club is mistakenly put in the player’s bag without their knowledge, the club is not treated as one of the player’s clubs for purposes of the 14-club limit (but it must not be used).

The WHS Manual Appendix E: Stroke Index Allocation includes the latest (rather convoluted) recommendation from the USGA/R&A but includes the following: These recommended procedures support the guidance contained in the Rules of Golf, Committee Procedures, Rule 5I (4). But 5I is about a Code of Conduct. What am I missing?
  14. It is but it is only not recommended. You could specify the the ball must be on a grassed area not constrained by bushes (eg). Incidentally, what is the limit of your relief area? 1cl, 6" or ?
  15. Just as mine is ending. I've got a couple biggish amateur events this summer and then I can say goodbye to getting out of bed at 5am. I hope you get out of it as much as I did. Meeting and talking to nice and sometimes famous players. Seeing some great golf and visiting excellent courses (sometimes with the opportunity of playing them). Wishing you well for an enjoyable future.
  16. That's just how a Lost ball is defined in the Rules. 😉 The status of a ball that is not found in three minutes after the player or their caddie (or the player’s partner or partner’s caddie) begins to search for it. A ball does not become lost as a result of the player declaring it to be lost.
  17. No reason why they shouldn't but can't think of a reason why they would as the OB/Lost ball option wouldn't be in force.
  18. I've seen very few referees carrying rangefinders and have never heard of an event where they were prohibited to refs. Eyeballing is the norm but occasionally a ref may ask players for relative distance information. This was more common before 'ready golf' allowed/encouraged playing out of turn. For short distances of course, string or clubs would normally be used for disputed npr.
