I'm fending off members of my club who want to implement model local rule E-3, but for balls in the rough. Such a rule is not authorized. 

Their main objection is that there are places on our course where it is impossible to tell whether the ball is in the fairway or in the rough. There is no definitive line where the length of grass changes. Do the rules of golf address this situation? What is the correct way to decide if a ball is in the fairway or not? (Or on "grass cut to fairway length".)

It is but it is only not recommended.

You could specify the the ball must be on a grassed area not constrained by bushes (eg).

Incidentally, what is the limit of your relief area? 1cl, 6" or ?

I had the issue slightly wrong. It is that the ground is bare in large areas where the edges of the fairways would be. Making it often impossible to tell whether the ball is on the fairway.

The USGA got back to me about this question. Their answer is that rule 1.3b(2) allows the player to use their reasonable judgement to determine whether the ball is in the fairway or not.

    • Day 237 (26 Dec 24) - played 18 with niece and her husband at one of the local courses.  We were first out - so we pretty had our own pace of play.  First few holes were a struggle, but the groove started by hole 5.  The green side wedge game kicked in - had several kick in up and down pars.  Best of the day - had my first ever sandie birdie on #9. It’s a neat par three with a pot hole bunker - found it off the tee.  Had about a 22yd shot from the bunker to the flag.  Hit an easy shot out with the 54 that hit softly and gently rolled center cup.  Had several other close wedge shots into others that were close but no hole out.  Was a great day with the green side wedge game - and seeing solid fruit from the drills. 
    • Day 16: 12/26/2025 A little more mirror work today. Then out to the garage net.  The first part of my PPJ swing thought is really starting to stick. The J still takes some focus. Plus, I'm still putting a priority on getting all the way to my finish. 
    • Day 87 - 2024-12-26 Practiced for about an hour after doing a bunch of little maintenance things downtown.
