waiting for the green to clear on a par 3, drop a club on the ground to check my alignment while making some practice swings, trying to stay loose? or taking a club, putting it across my shoulders to check my shoulder angle/pitch?

Yes. You can't do the same with driveway markers or anything, though.

and i cant do anything like laying the club on the ground at any point setting up for a real swing, right?

You can do this, but it must be removed before your stroke.

Can you do it with the beer cart girl?

I've found thats my favorite way to pass the time while waiting on the tee.
