My guess would be that they have gotten more than enough applications and have come up with a list of 'finalists'.  They would now need time to go through them and do thorough background checks, etc.  If the ones they currently have as 'finalists' don't pan out, then I could see them opening up the process again,

Can't speak for BB, but have friends that applied to other reality shows.  The window for applications is pretty short and the application acceptance and review timing usually isn't consistent with when the series aires thus it appears random.   I'm guessing they already have started filming, if not completed the next BB and were accepting applications for the one to follow that.  The other shows also keep some previous applicants that just missed the cut "on file" so that they can be selected for future seasons which reduces the number of open applicants they are searching for.
