But, as I understood the R&A; rules, the free relief from casual water in a bunker was a decision they made during the week and not a "normal" rule. I thought I understood that the normal rule was no free relief and that they made that change because of the amount of water on the course. If my understanding that the free relief or the choice of dropping out of the bunker with penalty was a special rule, then I choose to cut the announcers SOME slack for confusing the special rule and thinking it may also apply to non-water situations.

I know others have said this too, but I feel it's important to underline: Free relief from casual water in a bunker is in the rule book and has been for a long time. Not a local rule, not a temporary rule. Any announcer should either know that or not comment on it if they're not sure about it.

I thought I heard during Thursday's coverage that it was a USGA rule but not an R&A; rule. Either I heard wrong (very possible) or what I heard was wrong.

If you heard it from the announcers (who I am STILL giving no slack, LOL) then you correctly heard them say the wrong thing.

As far as I know (and I hope one of the rules gurus will correct me if I am wrong) there are no substantial differences between the USGA rules and the R&A; rules.

I think the only difference is on a rule regarding amateurs accepting prize money, and I also think even that difference has gone away with recent R&A; revisions. The casual water/bunker rule is definitely the same in both.

The Rules of Golf are identical for all.  There may be some policy variations on such things as Amateur Status and Handicapping, but these aren't part of the Rules which directly define playing the game.

Fourputt is right, a few policies may be different, but they aren't the rules of golf. The actual ROG and decisions are jointly written and owned by both the USGA and R&A;
