In or out for me is situational.  Most of the time on a chip, I will leave it in.  It has to be an unusual case for me to have it removed, like the wind blowing toward me and making the flagstick lean my way, possibly blocking the hole.  For a fringe putt, it depends several factors, but I'll still usually leave it in.  If you hit the ball at the right speed it's going to drop anyway, and if you hit it too hard, it might just help.
