Rules query on Hitting Lip of Bunker

I should answer the answer to this but just want clarification from the community if possible. My opponent in a match hit his ball into a green side bunker by the back lip and in playing his shot caught the grass lip of the bunker. Should he have been penalised for this ? Any help greatly appreciated Stirky 12.

Except as provided in the Rules , before making a stroke at a ball that is in a hazard (whether a bunker or a water hazard ) or that, having been lifted from a hazard , may be dropped or placed in the hazard , the player must not:

a. Test the condition of the hazard or any similar hazard ;

b. Touch the ground in the hazard or water in the water hazard with his hand or a club; or

c. Touch or move a loose impediment lying in or touching the hazard .

Given the highlighted parts above and assuming that a decision like 33-8/39.5 is not in play, I don't see him doing anything illegal. The lip is not a part of the bunker unless otherwise specified, which means he didn't touch the ground of the hazard.

If what you are saying that his club touched the grass lip of the bunker during his swing, then no penalty since it's not part of the bunker.

    • I would say your back nine is the second nine you play that day. It's part of what makes getting some of those holes tougher. Or, if 18 holes are played pretty often, out of A, B, and C, and you often play A and C, A is the front and C is the back, regardless of the order you play them in. That way not birdieing C #7 isn't overcome by birdieing the easier A #7 on a day you played it C-A instead of A-C. But, at the end of the day, nobody really cares except yourself.
    • Day 128: played 9. Nice little even 9, with 2 birdies and 2 bogeys.
