I believe there was a study recently that said the primary cause of slow play wasn't the players, it was the golf course.

Tee times too close; overly long and penal courses.

Perhaps, instead of the constant drum beat of "speed up, you're playing too slow" (which has been as effective as herding cats) the courses should make changes that  speed up play.

Many golf courses adopt a tee-off schedule to registered golfer for the day.

Thus as you progress signboards on the next tee-box prompt you if you are lagging, as each hole interval is specified.

To clarify - say your tee-off is 1305 Hrs. Next Tee will show +15mins based on hole distance. Thus if you are Teeing off 2nd hole at 1320, you are on-time.

Such simple system already in effect in many courses. Average 18 hole course should be completed in 4.5 hrs.

This simple way cost next to nothing. Golfers cannot argue against this timing system simply by reference to time.

If the course is completely filled with golfers the head of the group rear of the gap is the slow group which needed admonition or warning by course marshal. It is a form of bad etiquette because it affects all groups playing behind who have to wait at every hole. This affect their moods and enjoyment in the game.
