there is a very small selection of ladies clubs, is there a difference is heads for men and women, or can you take a good set of men's clubs and change the shafts to create a set of ladies clubs, i am having a very hard time finding a nice set of clubs for my wife

Most of the better women I've known play with "men's" clubs. The heads are a little heavier on "men's" clubs. Women's clubs typically have lighter more flexible shafts. Smaller grips. I built sets for my two daughters. I used men's heads. Just made sure the swing weight was a little less. I used regular flex shafts instead of "ladies" flex. Alas, It helps when you can build your own clubs.

Women taller than 5-foot-6, and women with a sports background such as softball or tennis can often use men's clubs.

Taller women generate more leverage due to height, and women from other ball-striking sports have a feel for weight-shift and balance.

A lot of the consideration has to do with the shaft, not just the head. Some women get better numbers with A-flex (senior) or R-flex than women's flex.

The local Golf Galaxy has several high school women as clients, and many end up getting R-flex.

Most of the younger women I see playing use men's clubs. In fact it's kind of a status thing. Being tall I use men's clubs.

Cobra interesting that Cobra makes their BioCell line in women's with both Graphite and Steel shafts. The Graphite is a ladies flex C7 while the Steel shaft is a D2, the same as the men's. Only the colors and lengths are different.

there is a very small selection of ladies clubs,

Where are you looking? Golfsmith lists 56 women's iron sets to choose from including sets from Callaway, Adams, Nike, ping and more. Not to mention the myriad complete sets they offer. There are a lot of choices.

Yeah not sure where you're looking but basically all golf companies (Callaway, TaylorMade, PING, Mizuno, Cobra) make women's equipment.
