I'm pretty sure flower beds are not obstructions as they are not artificial.

Even that depends.  If they are in a raised box or planting ground they can be.  My home course has one in play on the 15th hole that is triangular, about 6 feet each side and maybe 8 or 9 feet on the hypotenuse that is bounded by wooden timbers and raised about 2 feet above ground level.  The entire bed is an obstruction from which play is prohibited.

They may be surrounded by a small wall or fence, they could then declare the whole area to be an Immovable Obstruction. Decision 33-8/25

Flower beds are raised on the course and play from them is prohibited.

Regarding the anthills, they could have sent pictures of this type of anthill to the USGA and obtained permission, yes?

1) In that case they should be declared to be GUR play prohibited

2) No. If they had the USGA would have given the same answer as the Decision I mentioned above.

No.  Not even the USGA is authorized to make such a local rule.  They would explain that anthills can be GUR or declared out of play as a safety issue, but they cannot be obstructions.

    • First (12 holes) round in a year, maybe the third round in five years. After prioritizing family for a long time, I’m ready to play more golf. We moved back where I grew up and started playing golf. The course is close, but only six holes and pretty short, so the longest club I bring is a 4i. It is very undulated, with a lot of elevation changes and 4/6 greens are blind shots. The long game was relatively good (relative to my game and swing). Got things to work on, but the current state is manageable. One OB. Wedges and short game was atrocious. Chunking like I was making a garden. On the worst hole I chunked a 58° approach, then chunked three chips in a row… Time to search up some chipping topics and start practicing. I’ll take this over bad long game and good short game. The short game is easier to fix. Shot a net +17(!), gross +23, over 12 holes.
