I do know one of the Championship flight players, and he's listed as 0, while his actual is around +1 something. The best player I was told is a +4 yet is listed as a +3 last I saw. So, if most people are based off the same metric, it should be fine.

The competition should be set up using the handicaps that are current at the time the pairings are made.  The only reason I can think of for not doing this is if they expect sandbaggers.  If that's the case, I'd avoid it anyway.  I can't stand playing with cheaters.

It's a city tournament so there are likely sand baggers. We have a lot of players in the 2 to 10 handicap range prone to adding strokes to their scores through "careless" putting and chipping. When a "10" handicap hits the back fence in the same spot on the driving range you know something is unusual. :-P

That's why I said just go have fun and don't even think about winning.

I looked at the tournament schedule in my area last year and opted out - hotels + practice rounds + meals + a chance at a $100 prize to test mah mad skillz. Nope. I could play 10 rounds of golf at my favorite course for the price of playing in the tournament.
