When is the weather "too bad" to play?

I can typically golf 10 months or so out of the year.  I'm in Sacramento in the northern california valley, and up here it's mostly about heat.  Today it will be 100 degrees and I'm going to the driving range to practice.  Heat doesn't bother me, typically I only avoid bad weather in the form of thunderstorms with strong (15+ MPH) prevailing wind.

Wind: I've never cancelled a round (or not played because of wind). It would take something crazy (40mph gusts or something) for that to happen. 

Rain: I don't mind playing in the rain. It's actually nice sometimes, since it won't be as crowded. If it's a steady or really heavy rain, that's a different story, but I've definitely headed out for a round when I knew it would rain for a good portion of it.

Lightning/Fire/Brimstone/Nuclear Fallout: Depends how long since I've been able to play.

^^^^this with the exception of the wind portion. I will cancel based on wind but only because it occasionally does gust over 40 around here. Gusts over 35 and Im not going unless Im just super desperate.
