Right.

There are two sliders when you post:

...so you can post Practice rounds and share them with your friends, but not have them posted for handicap purposes.

Since the OP was able to see his scores without being "friends", though, I'm not sure that's what's going on...

Thanks for educating me.  I go back to my initial response, its absolutely appropriate to ask him (and whoever is running the tournament) about the discrepancy.  The USGA rules allow a player to keep handicaps at two separate locations, but all acceptable scores must be posted to BOTH places.  To be charitable, many many players have very limited understanding of the handicap system in general.  This guy may not realize that what he's doing is against the rules.  On the other hand, he may specifically be trying to cheat.

I have seen numerous folks DQ'd from tournaments for turning in their highest handicap in situations where they have handicaps via multiple handicapping services.  He should have turned in his lowest official USGA handicap.  If he did not, he should be adjusted or DQ'd.

At one of the clubs I play out of, we had a guy who used the clubs service for GHIN.  But, he also played in a different organization that used a different handicapping system.  His handicap at our club was significantly higher than the other organization where his scores were made up of tournament rounds shot in that organization.  After several complaints about his tournament scores at our club, we did some investigation and found his other handicap.  He was told that we would be using the lower of his handicaps if he intended to play in club tournaments at our club.  He was not real happy but he had no real choice about it either if he wanted to play.
