Yeah.  

Most play it that if you hit a shot that "should be found", but isn't, the presumption is that the ball is under a leaf and they drop somewhere in the vicinity of where they think the ball should be....

As you know, the words "leaf rule" do not appear together in the Rules of Golf or the Local Rule you cited.

When golfers say "we're playing the leaf rule" @David in FL knows what they're talking about.

You might say the the Decisions is one very large 'accumulation of leaves' (over 750!)
