I'm not sure if I can tell the difference between 5.6 and 6 or 6.0 and 6.6. I couldn't find USGA recommendations/standards other than below. I guess I could probably differentiate in increments of 1. I would guess the USGA doesn't list anything firm because of varying conditions, but generally I would guess 6-8-10-12-13 would be more reasonable increments than the sign?

Stimpmeter readings on American golf courses generally range from 7 feet to 12 feet, depending on many factors including slope, contours, green size, grasses, weather, budget, etc. Experience shows that trying to keep the speed above 10 feet on a consistent basis usually causes difficult-to-manage turf problems and is not recommended.

I think they could tell the difference between a foot, with better players at about 0.4 or so.

I can tell when the downtown putting green is half a foot faster or slower.

I can tell if the greens are faster, or slower, than normal; but that's about it.

Agreed. I can tell when the greens are slower than normal or faster. Even can tell if they are modestly faster or slower, just can’t put a number on it.
