I have this pulling left for all my short feel shots. Full shots are all relatively straight.

 

any 1/4 to 3/4 pitch from 75 yards in always pull left of intended line. Goes left maybe 3 to 5 yards

 

same for 25 yards chip in they all go left about 1 yard.

 

Biggest frustration are the short putts. Long putts are ok but anything within 4 feet, Pulls left about one cup.

when I actively use hands to push right to right field, if target is 12 I clock, right field is 2 o clock,the ball will go straight to 1 o clock. But I have to actively push with hands. When I play.l naturally without thinking it always goes back left.

What do you think the issue is?

Can’t really diagnose this without seeing your swing of course. However, maybe next time you’re out on the range if you make an effort to keep your back to the target a little longer while you ‘quiet’ your arms you may stop this short swing pull you’re doing. Sorry I’m not better help but this may give you some insight if you find it corrects the pull.

Without seeing the swing, I'd venture the guess that you don't have your weight forward at impact / keeping the hands ahead of the ball.  It's common for less than full swings to use the lower body less but shift weight back on back swing and stay there instead of shifting it back. It basically causes a very slight over the top pull.  Try the drill with holding an alignment stick along your grip so that it extends just left of your waist.  Take swings making sure to not have that stick smack you before hitting the ball, if at all.

For short putts, it could be a number of things, but a common fault on short putts is lifting up your eyes too early.
