Kill slow play. Allow walking. Reduce ineffective golf instruction. Use environmentally friendly course maintenance.

Unless the putter is illegal, I don’t see any rule that was broken?

Of course it is legal.  I have two putters that will do that: one I bought and one I made.  They are particularly useful for us dew-sweepers...no need to protect the grip from moisture.  And there is the theatrical aspect...which is kind of cool.
