Post photos of "under the hood" so to speak, the compartment under the seat.

Basically, electric carts have only a few components which control the cart.

Motors seldom go bad, usually cart owners need to replace batteries about every five years.

Also, post any components which you believe are missing.

Did you get the "charger" they are pricey.

Manuals are available on line. Parts, look on EBay.

Dealers are expensive, and usually have to order parts.

The cart looks in reasonably good shape.

I believe you would spend less time and money buying the items necessary to make it operable, rather than looking for another cart for parts.

A. New batteries are about $200 ea. plus core charges ($35)

B. A used seat - $60 range on EBay

C. Speed Controller - $300 or less  Searched EBay ( 275 AMP controller $Under $100)

I bought 2ga battery cables for my cart - $20

D. Charger - $350

E.  relays, resister, and solenoids shouldn't cost to much.

$1000 spent and you will have a cart which should last many years.

Other notes: concerns over motor unknown until it can be powered up and tested.

Raise the back of the cart and turn the wheels and feel / listen for unusual noise, grinding, resistance.

Typically, motors seldom tend to fail unless someone drives the cart though standing water (above motor height of cart)

Battery supports typically will rust, very common. They may need to be braced or replaced.

Seat backs can be cleaned, (power wash then wash with MoJo or any Lanolin hand cleaner) or recovered or replaced.

Most seats on Ebay are reconditioned and are a very reasonable cost for replacement.
