I tried it. It played the same channel you linked to, even if you visit the home page it redirects you there.

Then I clicked around on the map and found a single station in Erie, PA:

It worked for me. I was able to find WWOZ in New Orleans, one of the coolest stations on the planet.

WFUV is a major college radio station in NY, but it's not in there. I don't think this tool is catered for a major city with a lot of stations though.
