In a word, yes.

And no, it's not up to the committee. The section you quoted pertains to grooves and things on putter faces. The section I quoted prevents you from putting tape on the face. You can have grooves on your driver, but you can't put tape on it either.

Has anyone tried the new Nike Method putters yet? I'm not even sure if they're out in retail stores at this point but they look promising.

Mizuno Bettinardi BC series. You can pick them up cheap since Mizzy and Bettinardi separated, they look great and have great feel. I picked up a BC7 and have been putting with it at an indoor facility. My distance control has been really good. Hoping the same will happen when the weather breaks.
