I did a little trigonometry and assuming the ball should launch at 20*, wouldn't that put the height at th 30" mark to be 12.24"? I got this from 30" x cos(20*). Am I thinking about this the right way? It's been a long time since I've done this.

what the hell is a stimp meter and what does it do?

I take it, it measured the speed at which the green roll?
if so, what is fast and/or slow??

I believe the higher the stimp, the faster the greens.

Visit the link above (putting-greens.com) and it explains it. You roll a ball down a particular type of 3-foot-long ramp in a controlled way and measure how far it rolls in feet. The average of 3 rolls in two opposing directions gives the stimp reading. Plausible readings are from ~5 (slow) to ~11 (fast) or so, maybe a bit faster for insane PGA Tour greens.
