The wrench itself will exert 40 in/lb of torque to the fastener.

What? That doesnt make sense

You asked "how will I know when it's tight enough" and "how much force do I use".  The most common statement made by someone who is unfamiliar with the operation of a torque wrench is "it feels like I'm using too much force, and I'm afraid the bolt will break".

So, most will not hear/feel the click and will think that they are using too much force, and are not willing to keep tightening the fastener.  When in reality they just need to turn the wrench until it gives them the physical and audible signal that the proper pre-determined torque spec had been reached.
