Ready Golf vs Waiting for everyone at the green

I would assume that typically someone that would putt before someone's chip would be quite far from the hole. Chances of making these putts are very very small, so they wouldn't hit the flag stick, resulting in a penalty stroke. Would people really pull the flag twice to avoid this penalty? Why wouldn't you just yield to the guy shipping at that point?

I have several instances where I am waiting greenside for guys to hit approach shots or chips. If everyone is walking from the cart and my putt is a mile long Ill go ahead and putt....but Im not putting while other guys are waiting to chip onto the green.

While technically true, I would never stand on the first tee in a competition and say to my fellow competitors "Let's agree to waive Rule 10-2."  That comes very close to a breach of Rule 1-3.  Who is to say that no advantage is intended or gained. 

I would not hesitate to say "Let's play ready golf."  In the second case it is clear that no advantage is intended or involved.  The Men's Club I play with has on its hard card to play ready golf in all tournaments except the match play events.  We play under the Rules of Golf in all events, and there is no conflict with Rule 10-2 or 1-3 in stroke play as long as it is universal and only for pace of play purposes.  If all players are ready to play at about the same time, then Rule 10-2 is in effect.
