I didn't say that.  I only stated that there were limits on what is considered acceptable before the course should be declared unplayable.

I do believe that the USGA would consider improperly maintained bunkers to be a repairable situation, and not qualified for inclusion in the preferred lies local rule.

I didn't say you did. And for some events I don't think they're able to repair them. Not at this time of year.

I would think that the typical course wouldn't be running a "serious" competition under those conditions.  We had our first tournament Saturday and the course, a public district course, was in good shape as far as what wasn't dependent on Mother Nature like green grass, etc.  Bunkers were fine.  Greens were surprisingly good.  And that after snowstorms 3 days and 10 days prior.

And you'd be wrong, because if an event is scheduled, it's played if at all possible: college events, for example, involve 12-20 schools all sending students, reserving hotel rooms, etc.

Events have been played in which they've played bunkers as GUR. This is "better" than that because you still have to play from the bunker.

Extending LCP to bunkers is not a significant suspension  of the Rules?  That’s an astonishing statement to make.  What can be more significant  than permitting breaches of  Rule 13-1 which expresses the fundamental principle of playing the ball as it lies except where the Rules allow?

Yep, you read what I wrote. I don't think it's astonishing unless you're exceptionally easily astonished. The show must go on.

It is not the topic but I agree with you-Seems like a good compromise if you have to get the tournament in. Otherwise you can end up with people trying to play out of stuff like this-

No fun there.-I think rules purists would really be freaked out at the number of Local Rules that various committees put into play.
