How is it that a rule specific to match play is the answer to a question concerning stroke play?

Cleveland Hi-Bore driver, Maltby 5 wood, Maltby hybrid, Maltby irons and wedges (23 to 50) Vokey 59/07, Cleveland Niblick (LH-42), and a Maltby mallet putter.                                                                                                                                                 "When the going gets tough...it's tough to get going."

Rule 30-3.  Best-Ball and Four-Ball Match Play.  Or just Rule 30 in general.  I'm not trying to be difficult; but a ruling in a Four-Ball Stroke Play situation would have to reference Rule 31 would it not?

Which is why I said earlier "see rule 30 and 31".
