I'm curious if anyone has seen this device, and in opinions as to whether the ruling bodies will declare its use illegal or not for play.

It's an unusual electronic device which could assist a player in making a stroke by calming him and helping him to maintain a consistent tempo.  No way that a player would be allowed to wear it during play.
