This is for the discussion of this portion of the new Modernized Rules.

What is this portion? It's the other proposed changes that didn't make the list of "bigger" changes, like…

What's 10.2B(3)? Well… http://www.usga.org/content/dam/usga/pdf/2017/rules-modernization/rules-and-definitions-2019.pdf says:

I've been on that one for awhile now. That topic was from 2015, but I'd been in favor of something like that for a long time before that.

Interesting notes about the marker and the scorecard…

The definition of a "Marker" (page 139) is:

Quote

In stroke play, the person with the responsibility to enter a player’s score on the player’s score card and to certify that score card. The marker may be another player, but not a partner.

The Committee may choose the player’s marker or tell the players how they may choose a marker. 

Also… the definition of "Score Card" (page 147) is:

Quote

The document on which a player’s hole scores are entered in stroke play.

The score card may be in any paper or electronic form that allows entry of hole-by-hole scores and allows the marker and the player to certify the scores, either by physical signature on a paper score card or by a method of electronic certification approved by the Committee.

I'm in favor of this. It would make scoring events an easier process for the committee.
Some writing skills are difficult to read along with skeptical math skills.

It also would promote live scoring in events.

Also, "animal holes" are now an Abnormal Course Condition:

Animal Hole

Any hole dug by an animal (except when the hole has been dug by animals that are loose impediments, such as worms and insects), and the material removed or damage caused in digging the hole. 

This is nice because who cares whether the animal is "burrowing" or not, and it eliminates the idea that a dog is not a burrowing animal, and other nonsense.
