So I ran into this situation the other day. I was near the green in medium rough (about 2 inches high). When I placed my club behind the ball the ball wobbled but stayed in the same place. Is that a 1 stroke penalty or not? 

 

Because looking at this video:

 

The ball wobbles at the 1:03 mark a bit. Mine might have wobbled a bit more, but it stayed in the same spot throughout.

A ball is deemed to have "moved" if it leaves its position and comes to rest in any other place.

If it doesn't, it didn't

Since you mentioned that you were in 2" deep rough, it's worth emphasizing that movement can be downward as well as laterally.  If the ball "settled" as a result of your placing the club behind the ball, it also moved....

Thanks for the clarification. No it was in exactly the same spot and lie.
