I voted pre-shot routine.   I focus on setup (starting point, alignment, grip and posture).   But with post-shot routine it is probably where we can gather more information about the shot.

I voted preshot, primarily because it took me so long to practice it and get it ingrained when I came back to golf. Plus syncing mental and physical aspects of my set up. BUT once I had it down, I began really watching ball flight because I was trying different shapes...to see how my intent and my "feel" matched up with what the ball did (e.g. a fade with a driver). Nevertheless, I still must focus on my preshot in order to strike the ball my best. Best to all, -Marv (Counting down to March 1 when I hope physical therapy ends. Wish me luck!)
