I don't know if they are the best, but their customer service after the sale is pretty darn good. I have not purchased anything from them in a few years, but when I was shopping on the internet, they had the best service, and prices. Shipping was usually free, including drop shipments.

There are many "second hand golf stores" through out the US, if you live near any city which you can buy quality golf gear/clubs.

There, you can try an item before making a decision on a purchase.

If your looking for a specific item, then shop on Ebay or golf forums for items.

If your looking for "new equipment" wait for items to go on sale at reduced prices.

I have always had a good run with 3balls.com. I normally buy new or open box, but even the few used items have always been in better condition than what they rated them. Fantastic deals IMHO on new/ open box deals on last seasons stock approx $120 for new driver from a major OEM is pretty good going

http://www.rockbottomgolf.com/ is a legit site and they have mad clearance deals on brand name equipment, you might also check out Amazon.com as they have quite a few beginner sets for good prices. You can also go to http://www.pinemeadowgolf.com/ which has some good deals and they have several monthly deals every month, though they are not big brand they do sell quality clones, they also are custom fit and you can customize the clubs.
