I thought that the "PCC" was going to be a positive aspect of the new system but if it's going to be this complicated I'm not sure that it's worth it.  Or I could just do like a buddy of mine in NJ who just wouldn't play if the wind was supposed to be more than 15 mph (I'm guessing most of my PCC is wind related).

What’s complicated for you or me?  There’s either an adjustment made, or there isn’t.  We don’t need to do a thing one way or another.  Nor do we need to understand the algorithm.

Like what David said, what's complicated about it?

It’s not about cold or wind or rain. It’s about scoring only. It’s an algorithm.

OK, this is the first I've heard of this. What is this algorithm for? What is it supposed to do? From the title of it, it sounds like it would give us northerners some extra strokes when we're out mucking around in the slop in March and April!

I suspect we may never see that, or when we do, it's for perhaps two rounds where the course setup changes or something (as they might do for a flighted event or something).

In other words, I doubt the weather one will be used very often at all, but the second bullet point in 5.6/2 may be used occasionally.

Rarely.

Do you think aerated sand covered greens would show up for a course? I would assume the scores would go up a couple.

It’s just an algorithm.

Is there any way to know what the PCC was for a given day on a given course if you don't have an official handicap?  If not, then I guess the days of figuring your own handicap are over?

Not really, no. You could look at someone's handicap record at your club each day, though.

It's not going to come up all that often, though. You can pretty much keep track and probably be fine most of the time.

I played a course yesterday from blue tees that were clearly moved up from what they normally are. I contemplated posting my score from the white tees instead because most of the time the blue tees were on the same tee box as the whites. I didn’t but my friend and I spoke after the round about whether something like that would be adjusted using the PCC.

Turns out it was! I looked at my posting this morning and it has a PCC adjustment of -1 meaning the course played easier than normal. Interesting.

    • Rule 1.2b refers you to a section in the Committee Procedures (Section 5I) that helps explain what a Code of Conduct may (and may not) do.  Defining acceptable behavior (including smoking) and applying Stroke of DQ penalties are certainly within the Committee's authority. That Code of Conduct certainly should be available, either in written form or in a webpage accessible to all.  It may not show up on the "standard local rules" for an organization, the "hard card", as it sounds like its a policy of this particular golf course. Assuming that's the case it should show up on the Notice to Players for this particular event.  If you can't find it, ask someone, send an email, try to find out.   In summary, yes the Committee can DQ (or withdraw) a Player for smoking, even before or between rounds.  But its up to you to go from there, communication is the key here.

    • Hmm... I not sure I completely understand. If the course has a no smoking policy, then he shouldn't smoke at the course.  I'm assuming since you are aware of the policy, it must be written down somewhere.  As far as getting disqualified from the tournament, I would think that would be up to the committee. But it feels like it is within their power to disqualify, so why take the chance?
