The USGA is a fantastic source. Or R&A; if you're going to find yourself in their territory.

I also suggest Arnold Palmer's "Playing by the Rules." Some of the rules have changed since the book was published - such as identifying a ball in a bunker - but, on the whole, it is an easy read. If you're like me, and remember incidents better than rules, it's very helpful: it tells you when a certain pro found himself or herself on one end or the other of the rule, and what happened. I find this easier to remember.

Tom Watson has a nice book of annotated Rules of Golf. It's out of date, but many of the discussions are still valuable and valid.

You can't beat teh USGA, but the other suggestions may be valuable in helping to define the rules more clearly.

The USGA publishes a book similar to the one I use to use in the UK. It's a great book that uses 100 diagrams and explanations of the rules under different circumsatnces.

I carry the a quick reference guide to the rules in my bag. It's much easier to use than the actual rule book (and much easier to actually understand). It's cheap ($10) and covers most situations:

I get a complete rules book from being member of the Norwegian Golf Association every year with updates. I also buy a quick reference guide to keep in the bag for the most common situations, like PiKapp23 mentioned. I don't really need the complete book since I've got the rules on the internet, a quick reference guide works fine enough. That is, if I were to play in a serious event I probably would've carried the complete book too.

And for interesting reading, be sure and give the "Decisions on the Rules of Golf" a go... It is page after page of weird things that have happened and how the final decisions were decided. Some of it mind numbing and some of it quite enlightning.
