Moving the weight forward on the downswing moves the bottom of the swing arc forward.

Why don't we just setup to were the bottom of the swing arc is were we want it to be from the beginning?

For two reasons:

Gonna be tough to set 85-95% of your weight/pressure forward at A1.
The weight/pressure/force is still going to shift back during the backswing, and there's still power and speed to be gained in shifting it forward during the downswing.

I'm no expert but but too much weight on my front foot at address causes my back foot to go completely rogue on my down swing.

We don't ask for too much weight there. Just 55-65%. Hips are slightly forward.
