GUR With No Viable Drop Area

Several weeks ago I played a course where extensive drainage work had occurred over the winter months.  A large section of turf on the left side of the hole between the fairway and tree line/tall vegetation had been churned to mud and then ineffectively re-seeded.  The area was strewn with small rocks, weeds, hard pan.  By next year the area will be re-graded, re-seeded and become playable rough.  Right now it is a disaster area and marked as GUR.  The problem is that a ball in the left side of the GUR can only be dropped in 2 foot tall weeds or played out of the GUR.

Of course, not hitting a ball into that section of the GUR is the best option.  It just seems like marking turf as GUR that leaves the only reasonable option as hitting from the GUR makes no sense.  If one is essentially going to be forced to hit from the GUR, then don't mark it at all.

It seems to me that they might have left a band of turf crappy turf between the GUR and the thick vegetation unmarked.  At least someone in the GUR that had an option to drop to the left would have a choice of taking a chance of dropping in crappy turf or hitting the ball out of the original crappy lie in the GUR.  The way it was set-up left only one real option, hit from the GUR.

Anyone see a better solution?

usually I will put a drop area if the G U R is a large area otherwise its nearest point of relief
