Is this a good one? Does one like this function as a push and pull cart? My friend's wife is asking.

You can push or pull a 2-wheeled "pull" cart. You just need to get used to balancing the bag when pushing it. I have both 2 wheel "pull/push" carts and 3 wheel "push" carts. There are advantages to each type. You can't go wrong by starting with a 2-wheel, though, it is cheaper, lighter, and generally more compact. You might like to add a 3 or 4 wheel cart in the future, if you like to carry a full set of clubs in a big heavy bag.

Since you didn't link to a specific model, I did a google search on Top Flite pull cart and all that came up were push carts.  Which is the better way to go in any case, IMO, unless the owner's car is too small to fit the push cart, which generally takes up more space than a pull cart.

But then again, what the hell do I know?

I have a Z-tech aluminum one.  It has held up well and is less expensive than the Top Flight.  Only $50.  I would recommend it over steel.

Clearly a push cart, so yes, it will work as  push cart. :-P

As to its quality, I can't say.

    • I can see how some people might not think or know it is how they are pushing against the ground that causes your hips to spin in a certain way. It makes sense when he describes torque. Also, that PGA Tour average is like 2x more push with the left leg than the right leg.  Yea, if someone is very right side dominant, or just has a weakness in their left leg, they could struggle with early extension no matter how they try to keep the tush back. Even if you feel your left leg extend, if the direction of the force is not pushing the hip back and up behind you, it can push your leg back and away from the target more, which is not ideal.  Pending muscle weaknesses and mobility, I almost feel like early extension is solved at this point.
