If you play a round with the intention of following that local rule, whether or not you find yourself in that OB situation, are you playing under the rules of golf?  Can you post your score for HI purposes?

 

Why don't they just put red stakes all the way down making it a lateral hazard instead of saying it OB and then saying you don't have to respect the OB rule?

That is one of the proposed changes, allowing course discretion with regards to defining hazards.
