I think the real shame in all of this is that Bud Selig was actually voted in the Hall of Fame!

In 1998, everyone knew Sosa and Mcgwire were juicing but Bud Selig didn't make steroids illegal in baseball until 2002. If congress didn't get involved and Bud Selig had his way baseball may have never had a steroid policy. Then he stood up there all holier than though stating how he put a stop to steroids in baseball. Yeah, after turning a blind eye to it for close to a decade. Not only that but Bud Selig took over the United States most popular sport. By the time he was done with it, baseball became the United States 4th most popular sport. Behind the NFL, College Football and the NBA. For this Bud Selig was paid roughly 20 million per year. (Roughly twice what Roger Goodell and David Stern made. Two guys who actually GREW their sport.) During his tenure World Series ratings dropped from mid to upper teens to getting a 7 or an 8 in a "good" year. he was acting commissioner when the World Series was cancelled in 1994. 

When Rob Manfred took over his first task was defined as "Rebuilding the fanbase". Why on Earth would the previous guy be a hall of famer if you have to rebuild the fanbase right after him? Not only would I argue Bud Selig isn't a Hall of Famer, but I would argue he may have been one of the worst (at least over-paid) commissioners in recent American Sports History.
